Crisis on Two Earths

You see, Owlman wanted to blow up Earth Prime, and thus destroy every parallel Earth. Batman stopped him in the nick of time by sending both Owlman and his ridiculously large bomb to an icy, completely dead version of Earth a few moments prior to the bomb's detonation.

In the last two or three seconds, Owlman looks like he's about to stop the bomb, but in the end he decides, "It doesn't matter."

The problem we're having is, would that decision have created another world, and would, in that situation, Owlman have had enough time to stop the bomb?
