Need Help - Arrow/Canary Fanfiction Idea

I got this plot bunny jumpin round for a Green Arrow/Black Canary fic. It somehow involves robberies, gangster, undercover, and pretending to be boyfriend/girlfriend (lol). I just don't seem to have a plot to connect all this, much less the criminal that may be doing this. If any of you can help me, I'd REALLY appreciate it. Thanks!

Hmm, well here's a suggestion. A series of robberies take place across Gotham and all evidence leads Batman to believe that a villain (Go with someone who runs a big criminal empire, Like Black Mask or Ra's Al Ghul) is planning something much larger. Since Batman can't do it (Perhaps Joker escaped from Arkham, he just can't get close enough using his matches malone identity or if you use Ra's, he'd be caught on sight) he enlists the help of two other heroes (guess who?) to infiltrate the organization and gather information. If you used someone like Ra's Al Ghul they'd probably have to pretend to be married or something but if you used black mask then Green Arrow could probably pretended be a weapons dealer and Black Canary as the girl that's always by his side. Hope that helps

Yes, it helps with the plot But the villain's I'm not sure with. I don't know much about Ra's. Or Black Mask. XP
